Pre-Meeting to discuss Neighbourhood Plan

Present: Cllrs Crowther, Holt, Turner, France, Gilkes, French, Braunton.

Apologies: Cllrs Mrs Elliott, G Norman

Attendance: M J Measures (Clerk to the Council)

Cllr Crowther acted as Chairman and Members discussed the progress of the Neighbourhood Plan Project, current planning regulations and reforms expected in 2022, resources available and foreseeable costs and benefits of creating a Neighbourhood Plan. A motion was agreed to put to full Council under item 8.

These were agreed and signed as a true record 

  1. Police Report:

Copy of the monthly Report has  been sent to Members. 

  1. Reports from County and District Councillors.

A copy of Cllr Pru Maskell’s report was sent to all Councillors. It includes: North Devon Link Centres; Pharmacy update; VAS signs, discussion to be held on Wednesday;School Streets Scheme. (a copy is attacched to the Minutes).

Cllr Andrea Davis reportedon the shortage of refuse drivers/collectors

Copies sent to Councillors include: DCC Parish & Town Council Conference 

  1. Finance Matters.

Invoices agreed for payment: BeCleanSolar £26.50 (Nov), Admin/Accom £49.70 (Oct/Nov),North Devon Council £595.39 (Oct/Nov),NBB recycled Furnit. £1022.40

Balance at 16 November £12417.03 (includes grant funds).

Precept 2022.23. The Clerk explained the meaning of precept and read to Members the amounts over the past four years. He informed Members that the projected Carry Forward will be about £3600. The Clerk confirmed that the grant of £1000.00 from NDC towards the cost of the picnic tables and the VAT Refund 2020/21 of £ 515 will both be in the accounts this week.

 Planning Matters

74188 – 35 Orchard Road Wrafton. Single storey side extension (alteration to 72434)

                                                                                                Recommend : Approval

74265 & 74270 Manor Cottage WraftonRoad. Listed building applications for consent for extensions to dwelling.                                                      Recommend : Approval

 Neighbourhood Plan.The following recommendation was unanimously agreed:

“The Parish Council pause development of its Neighbourhood Plan pending the publication of the Panning Bill and revised NPPF and to decide upon future direction of the project at that time”.

Yelland Quay Appeal. The Parish Council resolved “to join with Devon CPRE, Love Braunton, Heanton Residents’ Association in seeking joint Rule6 status as objectors in the forthcoming Yelland Quay development (app.no. 60823) appeal inquiry”. The case is being drafted by Cllr Crowther. 

  1. Velator Nature Reserve S106 Project Brief.

Cllr Holt requested that the Parish Clerk contact North Devon Council Planning Dept. to request that the S106 funds allocated to Velator Pond are released so they can be used to support the Environment Agency redevelopment proposals. 

  1. Community Field Wrafton

Cllr Turner reported that the picnic tables have been delivered and following discussion it was agreed to wait until early next year before they are assembled. 

  1. Fire-Service Response

The Clerk had contacted the Fire Service and is still waiting for a reply. 

  1. High-Vis Clothing

The Clerk showed Members examples (on paper) of the Hi-Vis tops. It was agreed to purchase 20 tops (15 x medium and 5 x small) at a cost of £5.95 +VAT 

  1. Parish Paths Partnership Scheme (P3)

The Clerk is waiting for a draft contract from DCC and bring to Council.

  1. Councillor Vacancy. It was agreed to wait until the new year to start the

co-option process.
