Heanton Punchardon Parish Council

 Minutes of the Parish Council Meeting 18th November 2025

Held at The Royal British Legion Hall, Wrafton

Present: Cllrs S Crowther (Chair), C Andrews, E Bond, M France, J French, G Millett and G Norman

ln Attendance: Mrs Jane Mills Parish Clerk, County Cllr G Bell, and District Cllr R Knight, one member of the public

2511/109      Apologies 

                     Apologies were received from Cllrs L Gilkes, and J Turner

2511/113      County Councillor Report

              The County Cllr’s report had been circulated, and was updated as follows:                    Tinever Rd, drainage and CCTV have been completed, if SW Water are satisfied then the road should be laid In January or February. The Wrafton Rd Group are requesting a 20 mph limit. Heanton members had no objections.

2511/114      District Councillor Report

                    The District Cllr advised that the Peer Review had been circulated, it was suggested looking at it in conjunction with the report that will be published in January. The Devon Nature Recovery Strategy survey is now closed. Please look at the Environmental Health Bulletin. There is a big blitz on recycling.

                     Next week is a big week with NDC making a decision on their preferred LGR choice. He is following up the planning application adjacent to the Pump Track.

                 2511/115      Public Participation 

A member of the public wished to speak with regard to the problem trees. He was advised that the Environment Agency are coming out to re-assess and the County Cllr is chasing them, to ensure the original Devon Bank is maintained.

It was resolved to accept the invoices for payment and bank reconciliation and current budget information was noted

25/11/118     To consider the draft budget and precept proposals

                    It was resolved to accept the draft budget and the proposed precept in the sum of £9700.

2511/119      To receive a further report on Assertion 10 (SAPPP 2025)

          Website and email compliance It was resolved to proceed with the purchase of .gov emails through Parish Online at an annual cost of £260

 2511/120      To consider an update on response to correspondence sent to NDDC re  Crown Estates

                    Members were advised that after numerous emails that have been sent to NDC and a conversation with the Chief Executive, he is raising the issue with the planning department

                     Status of Chivenor Cross development: Community Hub and road surfacing

Cllr Crowther reported that he had raised a FOI enquiry regarding the proposed Community Hub, initial response was to delay a reply, a subsequent response advised that apart from an initial letter from an architect advising of a smaller hub, a bike hire and café, there appears to be no further information

  2. b) P3, Clerk has contacted the officer and awaits a response
  3. c) Community Emergency Plan 

                    It was resolved to adopt the Emergency Plan
