November 2022 meeting minutes

MINUTES of the Parish Council Meeting 15 November 2022

The Royal British Legion Hall, Wrafton

Present: Cllrs. S Crowther, L Gilkes, M France, D Holt, J Turner

In the absence of Cllr Mrs Elliott, Cllr Crowther acted as Chairman.

In Attendance: Cllr Mrs A Davis,  M J Measures (Clerk to the Council).

  1. Minutes of the Council Meeting 18 October 2022               

The Minutes were agreed and signed as a true record.

  1. Police Report:

Copy of the latest Report has been sent to Members, no November copy. 

  1. Reports from County and District Councillors.

The report from Cllr Pru Maskell is attached and contains information on the Crossing at Wrafton; Pharmacy provision; DCC Budgets; Cost of Living help; Support for children during school holidays. Cllr Andrea Davis reported that North Devon Council needs to make savings in their budget which could mean having to reduce services in some areas. 

  1. Correspondence.

The Clerk had sent correspondence to Members, including the Six Month Rule concerning Local Elections next May.

  1. Finance Matters.

Invoices agreed for payment: BeCleanSolar £27.00 (Nov); Admin/Accomm. £37.75 (Oct)); North Devon Council £595.39 (Oct/Nov); £70.00 RSC Property Maintenance (noticeboard); £250.00 Citizens Advice Bureau (donation); £119.88 Royal Mail Group Ltd (pre-paid service). Balance at 15 November £7298.73  (includes £826.00 DCC grant ).

Precept. The Clerk gave Members a copy of the current and predicted income/expenditure and following discussion it was agreed to request the same amount of precept, £7500.00, for 2023/24 as the current year.

National Salary Award. The Clerk had sent a copy of the agreed National Salary Award 2022/2023 to all Members. It shows an annual increase of £1925

(pro-rata) with effect from 1 April 2022 which equates a cost of £312 to the Parish Council. Following discussion the Council agreed with the National Salary Award.

76191 – Chivenor Caravan Park Certificate of Lawfulness development for the proposed siting of 32 caravans               Recommend : Approval 

  1. On-going Matters

Wrafton Field. Cllr Turner said the grass-cutting has now stopped.

Seating/Waste Bins. The Clerk had contacted North Devon Council who said it is unsuitable to provide seating in the pump-track area and that they do not agree with siting of a waste bin on the bridge on Velator Way.

Notice Boards. The notice board at Wrafton has now been repaired.

Councillor Vacancies. These have been advertised and the Clerk reported that the Council could still continue to appoint new Councillors within the Six Month Rule (elections next May).

Neighbourhood Plan. Cllr Crowther gave each Member an up-dated copy of the proposed Affordable Housing Need Survey which he had prepared and he explained the amendments. Members discussed the Survey form and a couple of changes were agreed. The confirmed final copy will be printed and delivered to every household in the Parish. The Clerk was asked to provide a copy of the Electoral Roll.

Cllr Holt will obtain a copy of the Citizens Advice Bureau annual report.
