MINUTES of the Parish Council Meeting 21 June 2022

In the absence of the Chairman and Vice-Chairman, Cllr  Holt was elected

  1. Minutes of the Annual General Meeting and Parish Council Meeting 17 May 2022 The Minutes for these two meetings were unable to be be agreed as there were insufficient Members present who attended the two meetings. The decision was deferred to the meeting in July 
  1. Police Report:

Copy of the monthly Report has been sent to Members. 

  1. Reports from County and District Councillors.

The report from Cllr Pru Maskell is attached and contains a response from DCC Highways regarding VAS Speed Signs: The proposed pedestrian crossing at Wrafton; Notice Signs at Chivenor Business Park; Stamp-out Drink Spiking; provision of pharmacies. No report from District Councillor. 

  1. Correspondence.

The Clerk had sent correspondence to Members. A member of the public has asked who is responsible for providing dog-poo bins in the area of Landings Chivenor. The Clerk is liaising with the District Councillor and will report back.

DCC Rights of Way propose a diversion of footpath 13. This was a late notification and Members will discuss it at the next meeting. 

  1. Finance Matters.

Invoices agreed for payment:: C F Wallis £135.00 (June);  BeCleanSolar £27.00 (June);  Admin/Accomm. £43.15 (June): Groundwork UK  £6848.00 (Grant balance); This is a re-issue of lost cheque which has been stopped   An invoice from Parish Online was deferred for more information.

Balance at 21 June £5948.51 (includes £826.00 DCC grant)

Internal Auditor Comments: “I have concluded that the finances appear well managed and that supporting financial records are appropriate to the size and type of Council”.

  1. Planning Matters

75235 – Plot 4 North Devon Business Park. Erection of industrial building (amended site application).                                                                                     Recommend : Approval

75285 – The Oaks Higher Mainstone. Conversion of existing first floor for additional accommodation use with landscaping.                                            Recommend : Approval

75436 – The Oaks Higher Mainstone. Erection of agricultural  shedRecommend : Approval

75488 – RMB Chivenor. Increase height of firing range wall             Recommend : Approval

75429 – Sunglow Heanton. Demolition of garage and erection of new garage, single storey extensions and boundary wall.   Recommend: Approval 

  1. Wrafton Field/Picnic Tables/Notice Board.

A report by Cllr Turner reported that he and some Councillors (who he thanked for their help) have now put up the picnic tables. There is still some discussion with Perigo regarding the fencing.

Cllr Norman informed the Clerk that his contact is unable to carry out the repair to the notice board. The Clerk will ask the Council contractor for assistance in finding help. 

  1. Parish Paths Partnership Scheme (P3)

Cllr Turner has walked the footpaths and has walked the footpaths and prepared a detailed survey report to be sent to DCC Rights of Way. The Clerk will send.

  1. Local Plan

Cllr Crowther had prepared a short report which the Clerk had sent to all Members. It stresses the need for the Council to play a role in shaping a new Local Plan and that we widen awareness of it among constituents. It is essential for more input from Members and local residents. Cllr Holt gave brief background information concerning what has taken place over the past few years.

Notices will be placed on notice boards and on Facebook with a closing date of 12 July

MINUTES of the Parish Council Meeting 17 May 2022 -The Royal British Legion Hall, Wrafton

  1. Minutes of the Parish Council Meeting 15 March 2022

These were agreed and signed as a true record. The scheduled meeting for 19 April 2022 was cancelled being inquorate. 

  1. Police Report:

Copy of the monthly Report has been sent to Members. 

  1. Reports from County and District Councillors.

The report from Cllr Pru Maskell is attached and provides an update on County Highways and comments on the Braunton Pharmacy. Cllr Andrea Davis informed Members that the NDC Planning Manager has left the Council and has taken a post in a London Borough. The NDC post is yet to be filled. Cllr Mrs Davis also commented on the difficulties of waste disposal due to absences and vacancies. 

  1. Correspondence.

The Clerk had sent correspondence to Members concerning the alleged unauthorised hedgerow removal at land sited within Wrafton Green corridor. This is being investigated by NDC Enforcement Officers. Copies of other correspondence has been sent to Members.

  1. Finance Matters.

Community First Insurance £367.91(annual fee). BeCleanSolar £67.00 (May £27 plus £40 Road Signs)     Balance at 17 May £6588.58 (includes £826.00 DCC grant)

  1. Certificate of Exemption.

The Clerk read the details for the Certificate of Exemption and this was signed by the Chairman and Clerk

  1. Annual Governance Statement

The Clerk read the nine questions of the Statement and were all answered “yes”;

the Chairman and Clerk signed the Statement

  1. Annual Accounting Statement

The Clerk showed Members the financial details which were agreed and the Statement was signed by the Chairman and Clerk

  1. Annual Internal Auditor Report.

The Internal Auditor confirmed that all the internal control objectives have been met and she signed the Report

  1. Planning Matters

75282 – Tanglewood Wrafton. Extensions to dwelling and internal alterations.  Recommend : Approval

73513- Land at Chivenor. Reserved matters.   Recommend : Approval

  1. Wrafton Field/Picnic Tables

A report by Cllr Turner is attached to the Minutes. Members discussed the concern regarding the cutting of grass and removal of the damaged wire fence.

It is understood that Perrigo own the field but it is not clear who cuts the grass.

It would seem there is no formal agreement although some Members thought the grass was cut by North Devon Council. The fence which was blown down in the recent gales is lying flat on the ground and grass is growing through it.

Cllr Turner has written to Perrigo asking for some clarification. Although the Parish Council has been allowed to use the field it cannot carry out any work on it without permission as it has no direct responsibility.

Cllr Turner also asked Members for help to put up the picnic tables. 

  1. Parish Paths Partnership Scheme (P3)

Cllr Turner has walked the footpaths and has reported a few concerns to be looked at by the Parish contractor. He enclosed some photos in his report.

The Clerk informed Members that DCC has contacted him concerning the possible grant and he will obtain the necessary information and report to Council.

  2. a) Councillor Vacancy. This will be discussed at the next meeting with a view to advertising again via facebook and notice boards.
  3. b) Wrafton Noticeboard. Cllr Norman will collect the broken door from Cllr Holt and will arrange for the repair.

  1. Election of Chairman for 2022/2023

Cllr Mrs J Elliott was elected chairman for 2022/2023; she signed the Declaration of Acceptance of Office

  1. Election of Vice-Chairman for 2022/2023

Cllr S Crowther was elected Vice-Chairman for 2022/2023

  1. Annual report of the Chairman 2021/2022

Cllr Mrs Elliott gave a verbal report thanking the Councillors and Clerk to the Council for their support and in-put over the last year.

The Clerk read his report to Members. A copy is attached to the Minutes.

  1. Code of Conduct.

A copy of the Code of Conduct under the Relevant Authorities (General Principles) Order 2001 and Local Government Association Model Code of Conduct 2020. had been sent to all Councillors and was agreed

  1. Standing Orders.

A copy of the revised Standing Orders had been given to all Members and they were agreed.
