Copy of the monthly Report has  been sent to Members.

A copy of Cllr Pru Maskell’s report was sent to all Councillors and is attached to the Minutes. Meetings with Southmead Primary School and Braunton Academy concerning parking at drop-off and pick-up times. Braunton Pharmacy situation.

No report from Cllr Andrea Davis.

Copies sent to Councillors include: DCC Highways temporary road closures and restrictions. Street naming request from North Devon Council for units 1 – 28 Riverbank Court N D Business Park: the Council recommend Parsons Court. 

  1. Finance Matters.

Balance at 18 January £12,010.34 (includes £7674.00 grant funds).

Clerk’s Salary There had been no increase in salary since July 2018 and no increase in Office Accommodation Allowance since April 2016. Following discussion it was agreed to increase the Office Accommodation Allowance to

£35.00 to include an annual pay increase.

Precept 2022.23. Members confirmed the request for precept at £7,500.00

The Clerk will inform North Devon Council. 

  1. Planning Matters

74598 – Perrigo, Exeter Road. Installation of ground-mounted solar panels

                                                                      Recommend : Approval

74661 – Land at Eastacombe Rise Heanton Punchardon. Outline application for erection of two dwellings with all matters reserved. Members commented that the land is outside the development boundary and applications on this site have been refused in the past on Appeal.The village does not have “facilities” as claimed in the Planning Statement as the church and church hall do not qualify. There is  no mention of possible affordable housing. Comments were also made about the probable increase in traffic along a single-track road.                                                                                    Recommend : Refusal

 

Yelland Quay Appeal. Cllr Crowther had presented a detailed report to the Appeal Enquiry on behalf of the Parish Council. The date for the hearing has been put back to 19 April 2022.

  1. Velator Nature Reserve S106 Project Brief.

No further information from North Devon Council concerning the S106 funds 

  1. Fire-Service Response

The Clerk had contacted the Fire Service and is still waiting for a reply. It was agreed to not follow-up. 

  1. High-Vis Clothing

It was agreed to order 12 x large (42-44) and 12x extra large (46-48) 

1009 . Parish Paths Partnership Scheme (P3)

The Council agreed to take part in the Scheme with Cllr Turner and Cllr Holt as Lead Members

Advertisements for the vacancy will be posted on notice boards and website with a closing date of 25 February 2022

Heanton Punchardon Parish Council

Pre-Meeting to discuss Neighbourhood Plan

Present: Cllrs Crowther, Holt, Turner, France, Gilkes, French, Braunton.

Apologies: Cllrs Mrs Elliott, G Norman

Attendance: M J Measures (Clerk to the Council)

Cllr Crowther acted as Chairman and Members discussed the progress of the Neighbourhood Plan Project, current planning regulations and reforms expected in 2022, resources available and foreseeable costs and benefits of creating a Neighbourhood Plan. A motion was agreed to put to full Council under item 8.

Balance at 16 November £12417.03 (includes grant funds).

Precept 2022.23. The Clerk explained the meaning of precept and read to Members the amounts over the past four years. He informed Members that the projected Carry Forward will be about £3600. The Clerk confirmed that the grant of £1000.00 from NDC towards the cost of the picnic tables and the VAT Refund 2020/21 of £ 515 will both be in the accounts this week.

 Planning Matters

74188 – 35 Orchard Road Wrafton. Single storey side extension (alteration to 72434)

                                                                                                Recommend : Approval

74265 & 74270 Manor Cottage WraftonRoad. Listed building applications for consent for extensions to dwelling.                                                      Recommend : Approval

 Neighbourhood Plan.The following recommendation was unanimously agreed:

“The Parish Council pause development of its Neighbourhood Plan pending the publication of the Panning Bill and revised NPPF and to decide upon future direction of the project at that time”.

Yelland Quay Appeal. The Parish Council resolved “to join with Devon CPRE, Love Braunton, Heanton Residents’ Association in seeking joint Rule6 status as objectors in the forthcoming Yelland Quay development (app.no. 60823) appeal inquiry”. The case is being drafted by Cllr Crowther. 

  1. Velator Nature Reserve S106 Project Brief.

Cllr Holt requested that the Parish Clerk contact North Devon Council Planning Dept. to request that the S106 funds allocated to Velator Pond are released so they can be used to support the Environment Agency redevelopment proposals. 

  1. Community Field Wrafton

Cllr Turner reported that the picnic tables have been delivered and following discussion it was agreed to wait until early next year before they are assembled. 

  1. Fire-Service Response

The Clerk had contacted the Fire Service and is still waiting for a reply. 

  1. High-Vis Clothing

The Clerk showed Members examples (on paper) of the Hi-Vis tops. It was agreed to purchase 20 tops (15 x medium and 5 x small) at a cost of £5.95 +VAT 

  1. Parish Paths Partnership Scheme (P3)

The Clerk is waiting for a draft contract from DCC and bring to Council.

  1. Councillor Vacancy. It was agreed to wait until the new year to start the

co-option process.

74502 – Listed building application for provision of a steel restraint frame to the roof frame within the tower at Braunton Inn Road from Chivenor Cross to Braunton Road Chivenor.                                          Recommend : Approval 

  1. Velator Nature Reserve S106 Project Brief.

Cllr Holt said there is no further report as the S106 funds have still not been confirmed. The Clerk will contact Cllr Mrs Davis for an update. 

  1. Neighbourhood Plan.

Cllr Crowther gave an up-date on the Neighbourhood Plan Project and stressed the difficuties attached to achieving a plan. A copy of the draft Project Plan was given to all Members. The update notes will be sent to Members with a copy attached to the Minutes. A full discussion will be held at the next meeting. 

  1. Community Field Wrafton

Cllr Turner reported that the local contractor has not yet given a quote for the proposed path and safety barrier. Cllr Pru Maskell has confirmed a grant of £1000 is available. Cllr Turner said, in response to some local concerns, he will send a letter to local residents to keep them informed. The new picnic tables will be delivered on Monday 25 October.  

  1. Fire-Service Response

North Devon Council commented that the information we require has to come from the Fire Service as it is not held by the local Council. The Clerk will follow up 

  1. High-Vis Clothing

Cllr Norman commented, that when litter-picking, it would be good to wear high-vis jackets with the name of the Council on the back. The Clerk had contacted

Hi-vis Clothing UK and obtained a price of £5.30 per jacket. Cllr Crowther will design the wording and logo. It was agreed to purchase 24 jackets. 

  1. Parish Paths Partnership Scheme (P3)

The Clerk had obtained information and maps from Devon County Council Rights of Way. He briefly explained the Scheme and confirmed there are about 8 miles of footpaths in the Parish for which DCC will give a grant of £240.00 towards the up-keep.. The Clerk will obtain a draft contract from DCC and bring to Council.

September Meeting Minutes

HEANTON PUNCHARDON PARISH COUNCIL

MINUTES of the Parish Council Meeting 21 September 2021

The Royal British Legion Hall Wrafton

Twelve members of the public attended to ask about a possible housing development in the Local Green Space BRA03(A) between Braunton and Heanton. The Clerk informed them that they would not be allowed to speak in the meeting. In order to assist it was agreed to delay the start of the meeting. Cllr Crowther gave a brief, detailed summary of the Local Plan, Neighbourhood Plan, etc and the Parish Council’s  involvement in trying to achieve information from North Devon Council.

Members of the public thanked the Clerk and Members for their time and input and they left the meeting at 19.35. The Parish Council Meeting started immediately.

A copy of Cllr Pru Maskell’s report was given to a all Councillors and a copy is attacched to the Minutes. It includes: pharmacy situation in Braunton; possible crossing at Williams Arms junction; Public Rights of Way (P3 Scheme); DCC promotional fruit & veg box initiative.

The Clerk will follow-up the matter of Parish Paths Partnersip Scheme.

The Statement of Accounts at 30 September and 1 October (showing the half-year precept) were agreed, copy attached to the Minutes. 

  1. Planning Matters

74005– Perrigo, Exeter Road Chivenor. Prior notification for installing roof- mounted solar panels on non-domestic buiulding. Recommend : Approval.

The Council expressed some concern that there may be some reflected glare to residents of Heanton Punchardon village and other higher ground .The Clerk will notify NDC of the concern. 

  1. Velator Nature Reserve S106 Project Brief.

Cllr Holt said there is no further report and asked about the progress of obtaining the S106 funds. There was some confusion concerning where the S106 funds were coming from; the Clerk has asked NDC and Cllr Davis for clarification. 

  1. Neighbourhood Plan.

Cllr Crowther gave an up-date on the Neighbourhood Plan Project. The details are attached to the Minutes. 

  1. Community Field Wrafton

Cllr Turner reported that the order for the two picnic tables has been placed with an expected delivery in the next 4-5 weeks. A local contractor is drawing up plans for the proposed path and safety barrier. Members said they could also consider the replacement of the chain-wire fencing. In response to some local concerns it was thought some form of “local monitoring” could take place.

  1. Youth Forum/Skateboard Park.

In response to asking for suggestions to help young people, Cllr Holt reported that Cllr Turner said the Parish Council could look into the possible provision of a skateboard park. The Council agreed to support possible S106 funds to create a skate-board park. A location might be difficult to find but there may well be sites available in the future. 

  1. Fire-Service Response

Cllr Norman asked if a Freedom of Information Act request could be made to show how many times Braunton Fire Service were not available for call-out over a twelve-month period. The Clerk will investigate if a request is possible.

  1. Chairman’s Discretion.

Signage. The Clerk will contact North Devon Homes concerning the cleaning of signs in Wrafton area.

Hedge Cutting. Cllr Norman asked again about cutting back the brambles, etc along the footpaths. The Clerk had contacted DCC with no response but will do so again.

Fly-posting. Cllr Gilkes thanked the Clerk for getting some signs removed but there are still others. The Clerk will contact the Enforcement Officer and request copies of the DCC notice used at the Oasis roundabout to be placed on the Chivenor Cross Park-and-Ride fence.
