With the help of a Grant from our Andrea Davis, our North Devon District Councillor the Parish Council have fitted a couple of benches up at the Wrafton Community Field. The idea is to make the area more usable for families by giving them somewhere to sit and chat in the fresh air while kids can play. Councillors Si French, Ashley Braunton and Julian Turner all managed to figure out the complexities of self build picnic benches and look forward to sitting in the sun with a beer to admire their handiwork.

The Clerk confirmed the agreement with North Devon Council to continue to site three benches along the Tarka Trail. Braunton and Community Forum meeting on 24 March 2022; Litter Bin audit from Netti Pearson; The Landings at Chivenor

- Finance Matters.

Internal Auditor.The Council agreed Claire Hummerston as the Internal Auditor.
Bus Shelters. BeCleanSolar will continue to clean the bus shelters for twelve months from 1 April 2022 at a cost of £27.00 per month.
Road Signs. BeCleanSolar will clean the new road signs twice a year (April and
October) for the annual cost of up to £100.
Countryside Contractor. It was agreed to continue with Chris Wallis to cut and strim grass areas for six months (April-September) at a cost of £135.00 per month.
He will also carry out the maintenance/repairs within the P3 Scheme.
- Planning Matters
No applications received
1029 High-Vis Clothing
The Clerk gave the 24 hi-vis jackets to Cllr Norman who will retain them on behalf of the Council. Members will obtain a jacket when litter-picking.
- Parish Paths Partnership Scheme (P3)
Cllr Mrs Elliott and Cllr Crowther signed the Agreement which was signed by
Ros Davies (DCC Parish Paths Liaison Officer). The Clerk will retain one copy and send one back to Ros Davies.
- Councillor Vacancy.
The Clerk reported that the member of the public who had expressed an interest did not continue with his application. It was agreed to wait a few months before advertising the vacancy again.
- Chairman’s Discretion.
Code of Conduct A training session has been arranged by North Devon Council to be held via Microsoft Teams, on Tuesday 26 April 2022 at 18.30 and will last for approximately 1.5 hours. It is strongly recommended for Parish Councils to adopt this new Code. Members are encouraged to attend as compulsory training
Councillors should inform the Clerk of their decision to attend. The Parish Council will consider to adopt the new Code at the Annual General Meeting.
Standing Orders. The Clerk has re-drafted the Standing Orders and will circulate to Members for consideration and adoption at the Annual General Meeting.
Notice Board. It was reported that the notice board at Wrafton was damaged by the gale (Eunice) in that one door has been broken off. A member of the public has the door and Members discussed the best way forward; either to repair the damage or renew the notice board via an insurance claim. It was agreed that the Clerk will contact the original suppliers and Cllr Norman will arrange for the damage to be assessed by a local carpenter.

Clerk’s Salary There had been no increase in salary since July 2018 and no increase in Office Accommodation Allowance since April 2016. Following discussion it was agreed to increase the Office Accommodation Allowance to
£35.00 to include an annual pay increase.
Precept 2022.23. Members confirmed the request for precept at £7,500.00
The Clerk will inform North Devon Council.
- Planning Matters
74598 – Perrigo, Exeter Road. Installation of ground-mounted solar panels
Recommend : Approval
74661 – Land at Eastacombe Rise Heanton Punchardon. Outline application for erection of two dwellings with all matters reserved. Members commented that the land is outside the development boundary and applications on this site have been refused in the past on Appeal.The village does not have “facilities” as claimed in the Planning Statement as the church and church hall do not qualify. There is no mention of possible affordable housing. Comments were also made about the probable increase in traffic along a single-track road. Recommend : Refusal
Yelland Quay Appeal. Cllr Crowther had presented a detailed report to the Appeal Enquiry on behalf of the Parish Council. The date for the hearing has been put back to 19 April 2022.
- Velator Nature Reserve S106 Project Brief.
No further information from North Devon Council concerning the S106 funds
- Fire-Service Response
The Clerk had contacted the Fire Service and is still waiting for a reply. It was agreed to not follow-up.
- High-Vis Clothing

Pre-Meeting to discuss Neighbourhood Plan

Cllr Crowther acted as Chairman and Members discussed the progress of the Neighbourhood Plan Project, current planning regulations and reforms expected in 2022, resources available and foreseeable costs and benefits of creating a Neighbourhood Plan. A motion was agreed to put to full Council under item 8.

Precept 2022.23. The Clerk explained the meaning of precept and read to Members the amounts over the past four years. He informed Members that the projected Carry Forward will be about £3600. The Clerk confirmed that the grant of £1000.00 from NDC towards the cost of the picnic tables and the VAT Refund 2020/21 of £ 515 will both be in the accounts this week.
Planning Matters
74188 – 35 Orchard Road Wrafton. Single storey side extension (alteration to 72434)
Recommend : Approval
74265 & 74270 Manor Cottage WraftonRoad. Listed building applications for consent for extensions to dwelling. Recommend : Approval
Neighbourhood Plan.The following recommendation was unanimously agreed:
“The Parish Council pause development of its Neighbourhood Plan pending the publication of the Panning Bill and revised NPPF and to decide upon future direction of the project at that time”.
Yelland Quay Appeal. The Parish Council resolved “to join with Devon CPRE, Love Braunton, Heanton Residents’ Association in seeking joint Rule6 status as objectors in the forthcoming Yelland Quay development (app.no. 60823) appeal inquiry”. The case is being drafted by Cllr Crowther.
- Velator Nature Reserve S106 Project Brief.
Cllr Holt requested that the Parish Clerk contact North Devon Council Planning Dept. to request that the S106 funds allocated to Velator Pond are released so they can be used to support the Environment Agency redevelopment proposals.
- Community Field Wrafton
Cllr Turner reported that the picnic tables have been delivered and following discussion it was agreed to wait until early next year before they are assembled.
- Fire-Service Response
The Clerk had contacted the Fire Service and is still waiting for a reply.
- High-Vis Clothing
The Clerk showed Members examples (on paper) of the Hi-Vis tops. It was agreed to purchase 20 tops (15 x medium and 5 x small) at a cost of £5.95 +VAT
