1101. Minutes of the Council meeting 15 November
The Minutes were agreed as a true record but not signed.

1102. Police Report
Copy of the latest monthly Report sent to Members was noted.

1103. Reports from County and District Councillors.
Cllr Andrea Davis reported on the creation of ‘warm spaces’; the Bill to scrap mandatory
housing targets and enable single onshore wind turbines with community consent;
County Council budget worries and unbudgeted wage rises which could see Council Tax
and car parking charges rise.

1104. Correspondence
The Clerk had sent correspondence to Members, which was noted.

1105. Finance Matters
Payment of invoices and Statement of Accounts were deferred to the next meeting. The
Council resolved to request a Precept for 202314 of £7500, plus £1800 for election costs.

1106. Planning matters
76258 – Corner House, Heanton, pafi retrospective application for erection of garage.
Recommend: approval

76152 – Land at Tinever Road, application for development of business unds.
Recommend: approval

1107. Ongoing Matters
Neighbourhood Plan: Cllr Crowther reported that the Affordable Housing survey would
be available for distribution in the New Year.

  1. Police Report:

Copy of the latest Report has been sent to Members, no November copy. 

  1. Reports from County and District Councillors.

The report from Cllr Pru Maskell is attached and contains information on the Crossing at Wrafton; Pharmacy provision; DCC Budgets; Cost of Living help; Support for children during school holidays. Cllr Andrea Davis reported that North Devon Council needs to make savings in their budget which could mean having to reduce services in some areas. 

  1. Correspondence.

The Clerk had sent correspondence to Members, including the Six Month Rule concerning Local Elections next May.

  1. Finance Matters.

Invoices agreed for payment: BeCleanSolar £27.00 (Nov); Admin/Accomm. £37.75 (Oct)); North Devon Council £595.39 (Oct/Nov); £70.00 RSC Property Maintenance (noticeboard); £250.00 Citizens Advice Bureau (donation); £119.88 Royal Mail Group Ltd (pre-paid service). Balance at 15 November £7298.73  (includes £826.00 DCC grant ).

Precept. The Clerk gave Members a copy of the current and predicted income/expenditure and following discussion it was agreed to request the same amount of precept, £7500.00, for 2023/24 as the current year.

National Salary Award. The Clerk had sent a copy of the agreed National Salary Award 2022/2023 to all Members. It shows an annual increase of £1925

(pro-rata) with effect from 1 April 2022 which equates a cost of £312 to the Parish Council. Following discussion the Council agreed with the National Salary Award.

76191 – Chivenor Caravan Park Certificate of Lawfulness development for the proposed siting of 32 caravans               Recommend : Approval 

  1. On-going Matters

Wrafton Field. Cllr Turner said the grass-cutting has now stopped.

Seating/Waste Bins. The Clerk had contacted North Devon Council who said it is unsuitable to provide seating in the pump-track area and that they do not agree with siting of a waste bin on the bridge on Velator Way.

Notice Boards. The notice board at Wrafton has now been repaired.

Councillor Vacancies. These have been advertised and the Clerk reported that the Council could still continue to appoint new Councillors within the Six Month Rule (elections next May).

Neighbourhood Plan. Cllr Crowther gave each Member an up-dated copy of the proposed Affordable Housing Need Survey which he had prepared and he explained the amendments. Members discussed the Survey form and a couple of changes were agreed. The confirmed final copy will be printed and delivered to every household in the Parish. The Clerk was asked to provide a copy of the Electoral Roll.

Cllr Holt will obtain a copy of the Citizens Advice Bureau annual report.

The Parish Council does not meet in August and the scheduled meeting in September was cancelled due to the national mourning for the late Queen Elizabeth II.

75502 – 8 Glebelands. Extension to dwelling.                          Recommend : Approval

 Planning Appeal 3301506 Land at Eastacombe Rise

Members made no change in their decision to oppose this application. The Clerk will inform the Inspector. 

  1. On-going Matters

Wrafton Field. Cllr Turner said the grass-cutting has stopped and the Clerk was asked to contact North Devon Homes to see if they could take on the cutting.

Seating. It was suggested to provide two seats in the pump track area.

Notice Boards. The Clerk informed Members that he has asked a local contractor to look at the damage with a view to repair. The Clerk also mentioned that the notice boards need refurbishing.

Local Plan. Cllr Crowther gave each Member a copy of a proposed Affordable Housing Need Survey which he had prepared and he explained the rationale. There was much discussion and comments were made concerning the validity of the survey by the Inspector. It was agreed by 5 votes For and 1 ABSTENTION to go ahead with the survey.

Councillor Vacancies. These have been advertised and the Clerk reported that two applicants had been sent the necessary information but so far, no replies.

Meetings. The results of the brief survey of Member’s views concerning when and how often to meet showed no change to the current working. One of the issues concerned about change of day is the availability of accommodation.

Waste Bin. Cllr Norman asked if a litter bin could be placed near the bridge on Vellator Way opposite the pump track. He has contacted North Devon Council with no response. The Clerk will follow-up.

Statement on the Passing of Her Majesty Queen Elizabeth II

On behalf of the people of Heanton Punchardon Parish we mourn the passing of Her Majesty Queen Elizabeth II and express our condolences to her family.
She was not only the country’s steadfast head of state for 70 years but a towering figure on the world stage, whose style, experience and character were universally admired. Her sense of duty both as Queen and as Head of the Commonwealth was unflagging to the very end, and an example to us all.

  1. Minutes of the Annual General Meeting and Parish Council Meeting 17 May 2022 The Minutes for these two meetings were unable to be be agreed as there were insufficient Members present who attended the two meetings. The decision was deferred to the meeting in July 
  1. Police Report:

Copy of the monthly Report has been sent to Members. 

  1. Reports from County and District Councillors.

The report from Cllr Pru Maskell is attached and contains a response from DCC Highways regarding VAS Speed Signs: The proposed pedestrian crossing at Wrafton; Notice Signs at Chivenor Business Park; Stamp-out Drink Spiking; provision of pharmacies. No report from District Councillor. 

  1. Correspondence.

The Clerk had sent correspondence to Members. A member of the public has asked who is responsible for providing dog-poo bins in the area of Landings Chivenor. The Clerk is liaising with the District Councillor and will report back.

DCC Rights of Way propose a diversion of footpath 13. This was a late notification and Members will discuss it at the next meeting. 

  1. Finance Matters.

Internal Auditor Comments: “I have concluded that the finances appear well managed and that supporting financial records are appropriate to the size and type of Council”.

75235 – Plot 4 North Devon Business Park. Erection of industrial building (amended site application).                                                                                     Recommend : Approval

75285 – The Oaks Higher Mainstone. Conversion of existing first floor for additional accommodation use with landscaping.                                            Recommend : Approval

75436 – The Oaks Higher Mainstone. Erection of agricultural  shedRecommend : Approval

75488 – RMB Chivenor. Increase height of firing range wall             Recommend : Approval

75429 – Sunglow Heanton. Demolition of garage and erection of new garage, single storey extensions and boundary wall.   Recommend: Approval 

  1. Wrafton Field/Picnic Tables/Notice Board.

A report by Cllr Turner reported that he and some Councillors (who he thanked for their help) have now put up the picnic tables. There is still some discussion with Perigo regarding the fencing.

Cllr Norman informed the Clerk that his contact is unable to carry out the repair to the notice board. The Clerk will ask the Council contractor for assistance in finding help. 

  1. Parish Paths Partnership Scheme (P3)

Cllr Turner has walked the footpaths and has walked the footpaths and prepared a detailed survey report to be sent to DCC Rights of Way. The Clerk will send.

  1. Local Plan

Cllr Crowther had prepared a short report which the Clerk had sent to all Members. It stresses the need for the Council to play a role in shaping a new Local Plan and that we widen awareness of it among constituents. It is essential for more input from Members and local residents. Cllr Holt gave brief background information concerning what has taken place over the past few years.
