879. Police Report:
Copy of the monthly Report has been sent to Members. Cllr Norman had made enquires as to why there had been no response to an email to the 101 system’ the PCSO explained to him that this had been lost’in the system’.

A copy of Cllr Pru Maskell’s report was sent to all Councillors. Cllr Andrea Davis gave an update on current activities of North Devon Council.

884. Neighbourhood Plan government proposed planning reforms discussed, implications for Neighborhood plan and development within the parish and surrounding parishes. 500 leaflets-need delivering, Parish Cllrs will liaise amongst themselves to get these distributed.

CAN share Exmoor programme

There is an exciting programme of excursions over the next few months for anyone over 55 with limited mobility, at just £5 per person with transport from Braunton provided. At the moment they are on offer to Braunton area but if they are not booked they will be opened up to people in other areas in North Devon. So – book it, or lose it. Don’t wait for the date to come up!

The report from Cllr Pru Maskell is attached and contains information on

Road Safety A361; DCC Budget to be discussed by Scrutiny Committee;

Proposed road closure at Wrafton concerning heavy goods vehicles using the proposed access route. Cllr Mrs Davis reported on the problems with some recycling collections over the Christmas period; she informed Members that Ashford Parish Council has now entered an “interim period” and three NDC Councillors will act as Temporary Councillors until the May elections.

Precept. Members confirmed the request for precept of £9300.00 for the coming year

Invoices agreed for payment: BeCleanSolar £27.00 (Dec), BeCleanSolar £27.00 (Jan); Admin/Accomm. £71.20 (Nov/Dec)); North Devon Council £595.37  (Dec/Jan,                            & National Salary Award); Heanton PCC £300.00 (cemetery maintenance); The Royal British Legion £280.00 (Hire of Hall); Printbridge £ 570.00 (Mailer envelopes) Balance at 17 January 2023 is £5428.16 (includes £826.00 DCC grant and £500.00 DCC P3 grant). The Clerk showed Members the latest bank statement and the Chairman initialed the account ledger

76423 – Perrigo Exeter Road. Erection of ground mounted solar panels.

Planning Appeal, Land at Eastcombe Rise; Appeal dismissed 

  1. On-going Matters

Councillor Vacancies. North Devon Council elections will be held on 4 May 2023.

It was agreed to keep the vacancies until this election

Neighbourhood Plan. Cllr Crowther had sent each Member a draft response to the Braunton Neighbourhood Plan. Members commented on this proposal and unanimously agreed to support the Draft response. Members agreed to ask Cllr Crowther to contact Love Braunton confirming their full support and to send the agreed Draft response.

  1. Chairman’s Discretion

Footpaths. Cllr Turner asked the Clerk to contact the contractor to carry out

necessary work. The Clerk confirmed he has already spoken with the contractor

who will contact Cllr Turner.

1101. Minutes of the Council meeting 15 November
The Minutes were agreed as a true record but not signed.

1102. Police Report
Copy of the latest monthly Report sent to Members was noted.

1103. Reports from County and District Councillors.
Cllr Andrea Davis reported on the creation of ‘warm spaces’; the Bill to scrap mandatory
housing targets and enable single onshore wind turbines with community consent;
County Council budget worries and unbudgeted wage rises which could see Council Tax
and car parking charges rise.

1104. Correspondence
The Clerk had sent correspondence to Members, which was noted.

1105. Finance Matters
Payment of invoices and Statement of Accounts were deferred to the next meeting. The
Council resolved to request a Precept for 202314 of £7500, plus £1800 for election costs.

1106. Planning matters
76258 – Corner House, Heanton, pafi retrospective application for erection of garage.
Recommend: approval

76152 – Land at Tinever Road, application for development of business unds.
Recommend: approval

1107. Ongoing Matters
Neighbourhood Plan: Cllr Crowther reported that the Affordable Housing survey would
be available for distribution in the New Year.

The Minutes were agreed and signed as a true record.

  1. Police Report:

Copy of the latest Report has been sent to Members, no November copy. 

  1. Reports from County and District Councillors.

The report from Cllr Pru Maskell is attached and contains information on the Crossing at Wrafton; Pharmacy provision; DCC Budgets; Cost of Living help; Support for children during school holidays. Cllr Andrea Davis reported that North Devon Council needs to make savings in their budget which could mean having to reduce services in some areas. 

  1. Correspondence.

The Clerk had sent correspondence to Members, including the Six Month Rule concerning Local Elections next May.

  1. Finance Matters.

Invoices agreed for payment: BeCleanSolar £27.00 (Nov); Admin/Accomm. £37.75 (Oct)); North Devon Council £595.39 (Oct/Nov); £70.00 RSC Property Maintenance (noticeboard); £250.00 Citizens Advice Bureau (donation); £119.88 Royal Mail Group Ltd (pre-paid service). Balance at 15 November £7298.73  (includes £826.00 DCC grant ).

Precept. The Clerk gave Members a copy of the current and predicted income/expenditure and following discussion it was agreed to request the same amount of precept, £7500.00, for 2023/24 as the current year.

National Salary Award. The Clerk had sent a copy of the agreed National Salary Award 2022/2023 to all Members. It shows an annual increase of £1925

(pro-rata) with effect from 1 April 2022 which equates a cost of £312 to the Parish Council. Following discussion the Council agreed with the National Salary Award.

76191 – Chivenor Caravan Park Certificate of Lawfulness development for the proposed siting of 32 caravans               Recommend : Approval 

  1. On-going Matters

Wrafton Field. Cllr Turner said the grass-cutting has now stopped.

Seating/Waste Bins. The Clerk had contacted North Devon Council who said it is unsuitable to provide seating in the pump-track area and that they do not agree with siting of a waste bin on the bridge on Velator Way.

Notice Boards. The notice board at Wrafton has now been repaired.

Councillor Vacancies. These have been advertised and the Clerk reported that the Council could still continue to appoint new Councillors within the Six Month Rule (elections next May).

Neighbourhood Plan. Cllr Crowther gave each Member an up-dated copy of the proposed Affordable Housing Need Survey which he had prepared and he explained the amendments. Members discussed the Survey form and a couple of changes were agreed. The confirmed final copy will be printed and delivered to every household in the Parish. The Clerk was asked to provide a copy of the Electoral Roll.

Cllr Holt will obtain a copy of the Citizens Advice Bureau annual report.
